More and more, digital law, like information protection law in particular or technical law in general, is setting up a normative mille-feuille where laws refer to regulations, which refer to technical standards that refer to internal policies. With variations according to countries, cultures and laws, this normative structuring remains relatively unexplored and presents risks, if not of denial of justice, then of denial of juridicity. Beyond the phenomenon, which deserves to be better measured and explored, our project aims at integrating a participatory approach that would be able to ensure a better participation of key players in each of the normative layers.
