Analysis of setting-up of a program-pilot in three regions of Quebec :

Regarding justice for adults, in spite of a constant reduction in the statistics of the criminality (Statistics Canada, on 2015), the rates of confinement are increasing whereas, simultaneously, there is a vast debate on the foundations of the access to justice. In autumn, 2015, the Ministry of Justice of Quebec announces the opening of a program of Alternative Measures Program for adults in penal cases whose applications would lead to the possible dejudiciarisation of a list of breaches pursued by summary way, with the exception of certain breaches on the person.

At the moment, the projects-pilots were not launched yet and no information is available concerning the way this new plan is received by all the involved actors (for ex. Judges and prosecutors), but also by the accused and the victims of criminal acts.

It is the object of this project-pilot.
